Doctor Carol Sagan is a representative of the Scientific Council for Ecologically Sound Development. The S.C.E.S.D. wants to build a a new ecology research base, natural power plant and observatory at the base of the island of Kilaoto's volcano.
Sagan, along with the famed astronomer Professor Cosmo Hawkins, meet with the island chief Jon Sikahema and councilmembers Lelani Tuaolo and Aal Smith to make the case for their proposal. During an evening village vote at an outdoor auditorium on whether to build the observatory or a hotel, which is attended by the Turtles, the Fire God Otomo shows up.
Sikahema calms the villagers after Otomo leaves tells them to wait twenty-four hours until their attitudes have calmed and they can think more rationally. This gives the Turtles time to investigate Otomo, who they believe is a phony.
Sagan is later kidnapped by the Grem, who have faked Otomo. They intend to brainwash Sagan into changing her mind about the observatory, thus keeping their plans unhindered. The Turtles arrive to rescue Sagan, and then she comes up with a plan.
With Leonardo's help, they lure the three Grem invaders toward a series of pipes. Leo cuts open the coolant pipe, hosing down the Grem and freezing them solid. The Turtles then load the aliens back into their flying saucer and Carol programs it to head back to their homeworld.
The next night, the villagers vote for Sagan's plan and the Turtles are rewarded with pizza.
Sagan next appears at the end of "The Ghost of 13 Mile Island!". The Turtles call her to see if she can help Professor Proton return to his normal human form.
