Chester "Chet" Manley is the boy who bought four pet turtles on the fateful day of the TMNT's mutation.

He is not seen again until the Turtle Soup short Fifteen Years Later, in which a grown-up Chet - working in sewer sanitation - encounters the pets he lost all those years ago, satisfied that they survived. Chet Allen appears in the IDW series as April O'Neil’s boss at Stockgen Research. He was later revealed to be the Fugitoid

Also one of the members of C.R.A.P. is named Chet in the Mirage comics story Survivalists.

The name "Chet" pops up quite a few times in the Mirage Comics. There was really no reason other than the fact that, for some reason, at that time, Kevin Eastman and Peter Laird found the name humorous.
