Plot
Donatello is putting the finishing touches on an inter-dimensional early-warning system, but accidentally causes his portable portal generator to switch on. At the other side of the portal: a Dimension X prison, from which Skaarg and Dementor manage to escape. Even worse, Vernon and Irma are sucked into the portal at the same time.
Skaarg and Dementor immediately start planning to rule Earth, especially if they could spring their friends, the Dregma Brothers. So they invade the lair, imprison the Turtles in a small transparent bubble, bring the Dregma brothers through the dimensional portal, and leave a bomb ticking in Donatello's lab.
Meanwhile, Irma and Vernon are confronted by the harshness of Dimension X prison life: awful food, nasty guards, laundry duty...
Donatello manages to escape the bubble and disarm the bomb, and is left trying to figure out how to send the criminals back. The other Turtles (and April) head to the National Guard armory, suspecting that hardened criminals will want to steal some of the equipment there. They're confronted by a flying, multi-cannoned tank that the four criminals have constructed, and are told by Donatello that the escaped convicts can be sent back to their home dimension ONLY if they are sent through the dimensional fissure exactly as they came through it. If it goes wrong, the whole city could be sucked into Dimension X.
The Turtles lure the felons to where they first appeared, and Donatello opens the portal... just as an old lady with a dog appears. Raphael takes the levitating ray-gun and teleports the lady and dog away, allowing the portal to safely open. Irma and Vernon are tossed back into our world, where Irma starts prattling about their time in the klink.

Notes
Animation errors
- When Leonardo asks what's wrong with the early warning system, he is seen with Raphael's colours.
- After April runs for the news van after the Turtles' fight with the convicts, Leonardo speaks in Raphael's voice.
- One of Raphel's sais gets melted during a fight in the lair, but he suddenly has it again moments later.
- When Leonardo, Michelangelo and Raphael are running away from Skarg and Dementor's Attack Vehicle, the three of them can be seen levitating in mid air as they run down the street.
Logical Errors
- Why does Michelangelo have undershorts when he doesn't need to wear clothes?
- The dimensional balance is so fragile that conditions need to be identical to when the aliens arrived... yet the flying tank and the Turtles themselves don't seem to make a difference.
