Council Leader Nieli is the onetime leader of the Dimensional Council in the Teenage Mutant Ninja Turtles 2014 Annual issue. He was responsible for the brutal gladiatorial games that took place yearly, and removed Lord Simultaneous from the Council when the Time Lord protested the games' existence.
Nieli was displeased when the Turtles and Baltizar were able to defeat many of their opponents, and even more so when Rangor called out for a slave revolt. He ordered more warriors sent in to stop the Turtles and Baltizar, eventually demanding that every guard in the city be sent after them, and became steadily more enraged even as the spectators began siding with the Turtles.
As an open revolt began against the Dimensional Council, the other Council members also turned against Nieli, declaring that they had never liked his blood sports. Council Speaker Gauge announced that Nieli was suspended from the Dimensional Council, and banished permanently. As a result, Nieli was immediately arrested by the guards.
