Captain Phineas Filch is a modern-day pirate, using high-tech rather than 17-18th century sailing ships. He appears in the episode "Raphael Meets His Match" of the 1987 TV series, and uses a submarine. He is defeated by Raphael and Mona Lisa.
He is responsible for the capture and mutation of Mona Lisa, whom he had forced to work for him. He also has considerable scientific knowledge, as he created Mutant Anemones for his crew.
He takes hostages in the ship and confronts the Turtles. After his defeat and the destruction of his submarine, Captain Filch is arrested by the authorities.
