Captain Filch is a modern-day pirate, using high-tech rather than 17-18th century sailing ships. He appears in the episode "Raphael Meets His Match" of the 1987 TMNT cartoon, and uses a submarine. He is defeated by Raphael and Mona Lisa.[1]
He is a responsible for the capture and mutation of Mona Lisa. He created Mutant Anemones for his crew and he is a pirate.
He takes hostages in the ship and confronts the Turtles. After his defeat and the destruction of his submarine, Captain Filch is arrested by the authorities.
