In the IDW continuity, Tang Shen's garden is a location occasionally visited by the Turtles and Splinter in their visions and dreams. It is an illusion created by Tang Shen when she wished to speak to her sons, and accordingly it may shift in appearance, depending on what their needs are. For instance, during Donatello's visit it became a smaller garden in the heart of a hedge maze.
It was first seen during the events of City Fall, part 5, when Tang Shen comforted a brainwashed Leonardo in his dreams. She brought him back to the garden during Northampton, part 2, rescuing him from his post-brainwashing nightmares, and consoled and advised him.
After being mortally wounded by Rocksteady, Donatello found himself in a garden that opened into the afterlife, but Tang Shen asked him to stay awhile with her in the garden rather than moving on. Splinter briefly visited it as well, though he did not see Tang Shen there.
The garden was visited more tangibly in the Teenage Mutant Ninja Turtles/Ghostbusters 2 crossover, when Tang Shen called her sons to a particular dimension that she controlled. This allowed her to interact with her sons outside of visions and dreams, as well as interacting with the Ghostbusters.
