He was created by Dr. Polidorius. The Doctor had Ray plant explosives in certain parts of the sewer so that he can sink the city beneath the ocean. Ray is the first of a proposed many fish-men that Polidorius planned on creating for his underwater city.
April O'Neil spots Ray but is kidnapped by him. While searching for her, the Turtles meet Ray. A battle ensues, but Ray's arsenal of eel electricity and scorpionfish quills defeats our heroes. Ray escapes into the sewer before anybody can catch him. The Turtles finally find April in the Doctor's lab, but are knocked out by Ray's electricity, captured and are unable to stop the Doc from mutating April into a fish-woman in an effort to provide a mate for Ray. The Turtles manage to escape from their trap, but Dr. Polidorius gets away. The Turtles track down Polidorius with the help of April's fish powers and encounter Ray again. They pile on top of him but he knocks them off by inflating like a blowfish. Ray escapes once again into the sea when April accidentally activates the emergency floodgate, and seems content to remain there for the rest of his life.
Powers and abilities
Ray has many abilities of a fish. He can use the electricity of an electric eel, the quills of a scorpionfish, and inflate like a blowfish.
Ray was originally meant to be Man Ray/Ray Fillet, a character prominent in the Teenage Mutant Ninja Turtles Adventures comics. However, creator Ryan Brown and Adventures writer Stephen Murphy objected to the character being used as a villain, and thus, the writers were forced to change the character into an unrelated fish mutant with a similar name.
