Plot[]

While the Turtles are sparring, Splinter has the strange feeling that they are being watched. And they are: Baxter Stockman, out of sync with the world, is flying through their lair. He's been plotting to destroy them, along with Shredder and Krang, for several months.

He overhears that the latest issue with the Technodrome is that the ballast tanks are almost empty, and they're planning to raise the Technodrome and tap into a reservoir. To restore himself to the normal dimension, he grabs a lightning rod during a storm and is zapped back into our world.

The Turtles notice the Technodrome moving towards the reservoir, and set out to stop it. April O'Neil wanders off by herself and promptly gets kidnapped by Baxter. The Turtles are just about to leave to find her when Shredder, Bebop and Rocksteady (the latter two of whom have been doing self-improvement tapes) arrive, armed with freeze rays. A fight breaks out, and eventually Shredder withdraws.

As the Turtles search for April, they run into the Rat King, and reluctantly accept his help in finding her. He eventually tips them off where April can be found.

Meanwhile, Shredder and his feuding mutants are starting to drain the water when Shredder recognizes Baxter and successfully catches him. Shredder pretends to be Baxter's friend, and promises to make him a normal human again if he traps the Turtles.

As the Turtles free April, Shredder and Baxter arrive, and the Turtles are inundated in toxic gas that Baxter created. Michelangelo manages to stay conscious enough to pull the valve shut, allowing them to recover.

They get back to the reservoir just as Shredder and the three mutants are departing. But the module was accidentally damaged by Rocksteady having a temper tantrum, causing it to careen wildly through the reservoir area and carve the walls full of holes. An irate Bebop and Rocksteady fire their freeze rays at each other, causing the guns to fire randomly and constantly, freezing the reservoir, the equipment, and finally Baxter. As the entire reservoir prepares to blow, the ceiling collapses.

Shredder and his mutants have to leap down the hole that leads to the Technodrome, and the iced Baxter falls down as well. The Technodrome's control room is full of ice. Krang makes one final fly joke, which enrages Baxter and sends him flying out of the Technodrome.

As the story ends, Michelangelo is offered ice for his bruises, only to drop it and injure himself further.
