Beneath the city, in their lair, the Turtles are enjoying pizza and waiting for April O'Neil. She is late and Raphael threatens to eat her pizza, but Leonardo tells him that’s unfair, though Michaelangelo agrees with Raph. April finally arrives, but she is upset and shaking. She tells the Turtles that on their way to see them, she was mugged and everything was taken. Leo asks what happened and April explains that she took a shortcut from the TV studio. While walking through an alley near the pizza parlor, a figure slipped out of the shadows in front of her and told her to give him all her dough. The mugger was dressed as a clown.

Donatello can’t believe she was mugged by a clown, but April says she’s not the only one. The police say there have been other ‘clown’ muggings. April didn’t let the mugger get clean away though, she followed him until he went into the back door of a local toyshop. Mikey congratulates her on her skills and says that now they can surprise him.

Leaving a note for Splinter, the Turtles don their disguises and soon arrive at the toyshop. They enter and Leo says he hopes April won’t take long getting her TV camera. An elderly man, standing behind the counter, greets them. Leo flashes an old pizza coupon and says that they are the Special Toy Squad and want to take a look around. The man says it’s most unusual but bids them to follow him and leads them down to the basement. When Leo asks if he’s seen someone in a clown’s outfit enter through his rear exit, the man says no but invites them to look around.

Mikey thinks the place looks spooky, but Raph tells him he has to be fearless. Suddenly, a jack-in-the-box springs out and Raph shouts in surprise and jumps back, landing in Mikey’s arms. Mikey proceeds to tease him about being ‘fearless’. Don and Leo walk by a shelf where several large toy clowns sit and Don comments that the stuff in the basement is weird. Leo agrees, calling the toys ugly. One of the clowns turns to look at him and demands to know who he’s calling ugly.

The Toymaker issues a quick command to the basement’s ‘inhabitants’ and they all come to life. Toys of all sorts begin to attack the Turtles, many of them life-sized. As Leo punches out a giant clown, he calls for the other Turtles to gather around him. Raph wants to know the battle plan and Leo tells him it’s time to retreat. They start backing towards the exit, but don’t see the giant spider’s web behind them until they are stuck on it. A huge robotic spider looms over them as the Toymaker approaches. He finds the giant talking Turtles to be fascinating and says he’ll make a fortune selling them on the ‘illegal pets’ market.

An angry Raph tells him he’ll never get away with it because their Master Splinter will come out of the sewers to save them. Toymaker asks if ‘Splinter’ is another talking turtle, but Raph answers that he’s a talking rat. An evil plan begins to form in Toymaker’s mind and he says he should meet Splinter. Now Raph is worried.

April returns to the lair with her Channel 6 mini-camera in hand to find a worried Splinter. They both know the Turtles should have been back by now. Then April spots them entering the lair, but there is something odd in the way they move and speak. ‘Mike’ walks up to the rat sensei and asks if he is Splinter. Suspicious, Splinter says he knows that he is and why…? Then he asks if ‘Mike’ would like some pizza. ‘Mike’ replies that he is not programmed to respond. April says that the reptiles have a robotic feel to them and Splinter tells her to stand back.

Back at the toyshop, the Toymaker is gloating over the Turtles’ predicament. Then ‘Leo’ enters with an apparently handcuffed Splinter. Toymaker asks if Splinter can really talk to which Splinter replies in the affirmative. He then adds that he has only one thing to say to someone as evil as him… and that is his wicked plan is over. With that, he tosses off the ‘cuffs and April removes the fake Leo head and throws it at Toymaker, striking him in the face.

Splinter quickly frees the Turtles, who grab their weapons and begin trouncing the robotic toys. Toymaker pulls out a puppet attack dog and sics it on the Turtles, but Leo uses his katana to slice through the puppet’s strings. Toymaker turns and makes a run for it and the Turtles chase him into another room. When they enter the room, the see the Toymaker inside a miniature rocket ship. It blasts off before they can grab Toymaker, leaving the Turtles to wonder what they can do now.

Splinter tells them that he and April journeyed there in the Turtle Blimp, which they can see through the opening in the ceiling is hovering over the toyshop. As the Turtles climb the ladder to the blimp, Leo assures Splinter that they’ll catch the Toymaker. Once they’ve reached their vessel, the Turtles launch their Turtle Glider and speed after the rocket ship. When they catch up, Leo leans down and slices off one of the rocket’s wings.

Off balance and overloaded with stolen goods, the rocket ship plummets towards the ground and then crash lands. A police officer arrives to find the Toymaker sitting in the street surrounded by stolen wallets. Though the Toymaker tries to pretend he’s never seen the wallets before, the officer is not fooled. High in the sky, Leo proclaims this to have been a most excellent victory, to which one of his brothers replies that they showed Toymaker they are not Turtles to be toyed with.
