Victor Falco, the Rat King, is a playable character in Teenage Mutant Ninja Turtles Legends.
History[]
Victor Falco was a scientist who experimented with mutagen alongside his lab partner, Tyler Rockwell. Falco, however, was unhinged and lacked even the most basic of moral fibers, and used Rockwell as a test subject, transforming him into a mutant monkey. Falco also dosed himself with low levels of the mutagen to give himself mild precognition abilities.
After being defeated by the Ninja Turtles, Falco began experimenting with mutagen in the sewers. An accident caused the mutagen to explode, giving him more powerful psychic abilities specifically over rats, which surrounded him in the sewers at the time, and horribly disfigured him.

While conducting a series of dark experiments in the sewers, Dr. Victor Falco transforms himself into a psychic rat hybrid with the power to control rats with his mind.
